In response to the arrival of an aged society with a low birth
rate, the advance of the information society, a growing awareness among the citizens
of urban renewal, disaster prevention, welfare, and environmental problems, people
want government buildings that can not only achieve all their purposes and fill
all their functions, but can continue to diversify and progress.
Regarding
government buildings that are assets owned by the citizens, at the same time as
good quality government buildings that can be passed on to future generations
in response to these social needs are provided, measures are taken to effectively
use existing government buildings.
Buildings aiming at an advanced level of easy accessibility
are being provided so that everyone can use them without difficulty or discomfort.
The entrances and exits to existing government buildings are being equipped with
automatic doors and elevators for handicapped people.
Government buildings are being centralized and integrated to use land effectively and to provide greater convenience to users. The Civic Core Program is being actively implemented to provide integrated government buildings and private sector buildings in order to contribute to the creation of attractive and bustling urban districts.

Based on the Standards for General Aseismic Plans of Government Facilities, seismic diagnosis and seismic retrofitting works are being carried out so that government buildings can serve as disaster prevention bases even following an earthquake in the Hanshin-Awaji Earthquake class.

Based on the Guidelines for the Planning of Environment-Friendly Government Building Facilities, government buildings that reduce environment load thanks to solar cell electric power generation, rainwater utilization systems, and rooftop vegetation (green government buildings) are constructed. And green diagnosis of existing government buildings is being carried out accompanied by green renovations intended to reduce their environmental load.

The Government Buildings Department of the Chubu Regional Bureau, has jurisdiction over about 580 government offices, and provides, maintains, and supervises about 400 buildings with total floor area of 920,000u in its jurisdiction region that includes the four prefectures of Gifu, Shizuoka, Aichi, and Mie. It actively maintains and supervises the government buildings at the same time as it systematically improves existing buildings in order to guarantee and effectively use a good quality stock from a long term perspective.
